The purpose of this review as given in the Terms of Reference (TOR) is to provide an analysis of the performance and achievements of the Bible Society of the South Pacific’s (BSSP) Transformational Leadership Programme, as implemented by the Octagon Group. To reflection design changes made since its inception the programme has been renamed as the Octagon Leadership and Community Development Programme (OLCDP). The focus of the review is on progress towards the goal of developing servant leaders who will initiate change in their communities, resulting in communities that are united, prosperous and moving forward. The TOR includes six information objectives, twenty key questions and also calls for assessment of management structures, relevance of the programme to national and regional priorities and the level of alignment with NZAID’s policy framework. The review of the review focuseson the period June 2006 to Oct 2008 and on activities in eleven villages of the district of Dawasamu, Tailevu Province, Fiji.
