Introduction: The Commission for Children and Young People and Child Guardian (the Commission) is responsible for the independent monitoring of the child protection system in Queensland. The Queensland Child Guardian Key Outcome Indicators Update: Queensland Child Protection System 2010–13 (the Update) represents the Commission’s latest analysis of the performance of the outcomes experienced by Queensland children and young people known to the child protection system.
It is important to highlight that Queensland’s child protection system includes the services collectively delivered by the Department of Communities, Child Safety and Disability Services (as lead agency) and relevant government service providers, including Queensland Health and the Department of Education, Training and Employment as well as non-government service providers. The system also includes children and young people who are known to the Department of Communities, Child Safety and Disability Services (the Department) because of allegations of harm or risk of harm, regardless of whether these children enter out-of-home care.
This Update features outcome measures in the Update section of the report and additional measures included in a supplementary data report. The supplementary data is categorised under each of the Key Outcome Indicators (KOIs) and can be accessed on the online link titled Queensland Child Guardian Key Outcome Indicators Update: Queensland Child Protection System 2010–13 - Supplementary Data. This Update also includes an Overview section, designed to provide a succinct picture of the child protection system in Queensland. This two-pronged approach sharpens the focus on reporting genuine outcomes for children and young people known to the child protection system.
This Update features the Commission’s Performance Assessments, which are intended as a summary comment on the current functioning of the child protection system in relation to each KOI. The Commission’s Performance Assessments are aimed at helping service providers and stakeholders quickly identify priority areas for action.
This is the third Update released by the Commission in an interactive on-line format and continues the Commission’s commitment to providing high-quality, up-to-date and readily accessible data and reports on matters pertaining to vulnerable and disadvantaged children.
