Mismanagement of natural resource revenues, or over-dependence on them, can lead to a vicious trap of social breakdown and declining human development. Now that Australia and East Timor have signed the Treaty on Certain Maritime Arrangements in the Timor Sea, the challenge is to prevent East Timor experiencing the ‘resource curse’ that has afflicted so many other countries, writes Vafa Ghazavi.
