The Blair Government has pursued three interrelated sets of initiatives: the encouragement of philanthropy, the rebuilding of capacity in the voluntary and community sector, weakened by decades of government exploitation, and the fostering of social enterprise. These initiatives have been fostered by a wide range of government departments, not only the Home Office and the Cabinet Office, but the Department of Trade and Industry, the Bank of England, and, most notably, the Treasury.
