The Department of Employment, Workplace Relations and Small Business commissioned NILS to undertake a survey of all Commonwealth government departments and agencies. The purpose of the survey was to examine the experience of individual agencies in making agreements with their staff. Since 1996, pay negotiations have been devolved to individual agencies which operate within centrally-determined policy parameters. Nearly all staff in the Australian Public Service are covered by certified collective agreements, with a small proportion (mostly in the upper echelons) covered by Australian Workplace Agreements. The report details these coverage arrangements, and then includes a detailed assessment of the process of agreement making, productivity initiatives that have been included in agreements, and key issues for the next round of agreement making.
