In his contribution to a symposium on the 2002-03 federal budget, Ian McAuley argues that the federal government's Intergenerational Report (budget paper #5) exposes the narrowness of Commonwealth budgetary policy. It is concerned with budget expenditures only, rather than the community's total health care costs. It considers financial matters only, without even a mention of the real economic re-allocations we may need to make to cope with an ageing population. And it completely overlooks important intergenerational issues such as the state of our physical, human, and environmental capital.
