Strategic thinking is an important element of the business of government. There is a growing appreciation of the value in connecting effective strategic thinking to service delivery.  Progressing towards leadership roles also requires a shift from an operational to a strategic perspective.

This one-day course looks at the mindset of strategic thinkers, identifies useful strategic models and examines what "being strategic" looks like in the context of emergent public service delivery in New Zealand.

Who should attend:
The course is for analysts and advisers interested in challenging their thinking about what it means to be a public servant. It is also suitable for public sector managers who are seeking insights into why strategic thinking is considered to be essential to an outcome perspective.

Learning objectives:

  • Define three key characteristics of strategic thinkers: purpose, direction and choice
  • Describe how the idea of strategy in government has changed over time.
  • Identify how the risk and behavioural domains affect strategic decision making.
  • Outline three models for making sense of a strategic problem, organizing a strategic approach and managing a strategic initiative
  • Review a current strategic technology issue in New Zealand.
  • Discuss how the UK House of Commons approached the issue of strategic thinking in government.

Course outline:
The course is broken into five sessions:

  1. Three strategic models
  2. Government over time
  3. Strategy, risk and behaviour
  4. Strategy, policy and operations
  5. Purpose, direction and choice.

Course format:
Sessions are organised into a mix of presentation, discussion, exercises, games, book reviews and web clips. The balance will change to match the composition of the class.
