07 April 2011This report assesses improvements in service delivery for remote indigenous communities in Australia.
This is the third report under s15 of the Coordinator-General for Remote Indigenous Services Act 2009. This report is primarily focussed on implementation at the community level, while the September report will be more focussed on government activity.
This third report focuses on the implementation of the place based approach at the community level, through analysis of the process and content of the detailed Local Implementation Plans available for all 29 priority communities and an assessment of the architecture that is in place to support them.
The bulk of this report is taken up with Community specific information. These provide a community profile, overview of the Local Implementation Plan at community level and focus on some of the key issues that are being progressed through each Local Implementation Plan. Case studies are included to provide a practical demonstration of how the Remote Service Delivery approach is working at the community level.
The section, Key areas of focus in coming months, provides constructive advice to support and facilitate work in relation to community development approaches, child safe communities and school attendance. It highlights what's working, what isn't and what it means and highlights potential areas for improvement in the further development of Local Implementation Plans.
The final section, Ways forward, summarises the issues raised throughout the report and highlights the key areas of focus in coming months.
As with previous reports, an extensive consultative process has been adopted in producing this report. Specifically:
• topics for case studies were discussed with Regional Operations Centre managers, who also assisted in generating content; and
• the Key areas of focus in coming months section was workshopped with Regional Operations Centre Managers and some Government Business Managers to ensure that the advice provided is comprehensive, relevant and achievable.
