The government is proposing improvements to the New Zealand Emissions Trading Scheme (NZ ETS) and is seeking feedback. This consultation document sets out proposals primarily focused on improving the framework of the NZ ETS so that it is a credible and well-functioning scheme that helps us meet our climate change targets.

The government wants to simplify the way the ETS works for forestry participants, increase afforestation and enable more flexibility in the scheme rules to support the right trees being planted, in the right place, for the right purpose. There are opportunities to improve the ETS settings for forestry participants so that the scheme better incentivises new forests to be planted.

This report details a program of research devised to address the VRGF questions about free‐to‐play mobile apps that mimic traditional gambling games. Although these products do not involve winning real money, they can involve winning free play‐time and thus replicate a critical element of real EGMs, where time‐ on‐machine is one of the main motivations for seeking wins.
