08 November 2006Examination of trends in the structural impact of income tax and cash transfer policy between 1996-97 and 2006-07. Study concludes that older Australians with some private resources and single income couples with children have been particular beneficiaries of program changes. It also examines trends in income across the decade, suggesting that the average Australian family has benefited from a 25 per cent increase in their 'needs-adjusted' disposable income (primarily driven by increases in earnings). These increases have been spread broadly across the income distribution, but with the middle 20 per cent of Australians experiencing higher than average income growth.
