International framework for action: to implement the smuggling of migrants protocol

Global migration today is one of the great by-products of globalization, driving human progress and development while diffusing cultures and ideas around the world. Yet the exploitation of movement of people by profit-seeking criminals represents a darker side of the phenomenon.

As natural disaster and conflict create unsafe situations for the people affected, and as unemployment and poverty increase, demand for movement far exceeds the possibilities to cross borders legally. The need for people to move may be exacerbated by human rights violations and persecution. Migrant smugglers supply to this demand, preying on vulnerable people for profit.

In May 2011 the Federal Government announced that the Australian Charities and Not-for-profits Commission (ACNC) would commence operations from 1 July 2012 and that it would initially be responsible for determining the legal status of groups seeking charitable, public benevolent institution, and other not-for-profit (NFP) benefits on behalf of all Commonwealth agencies.
