This research examined social impact investment (SII) in social and affordable housing in Australia. It considered US and UK models, together with interviews with government experts, social impact investors and not-for-profit housing providers, to inform the analysis.
This paper provides a broad overview of the nature of data linkage, highlights possible uses in the VET sector and reviews key challenges data linkage presents as a research methodology. Using the insights gained from past data linkage projects and taking into account the privacy and ethical concerns, a set of principles for data linkage are presented.

Vocational education and training (VET) plays a vital role for young people in the transition from school to both further education and employment. Difficulties with this transition can result in unemployment, underemployment and social exclusion that may affect young people for the rest of their lives and have long-term undesirable social and economic implications.
The evidence presented in this discussion paper suggests that the capacity of our school system to act as catalyst for inclusion, equity and opportunity for Indigenous students is weakening. Rather than being places which bring people and communities together, evidence suggests that schools are yet another place where children grow further apart.
