Local government and housing in the 21st century: the City of Sydney’s approach to the supply of affordable housing

The City of Sydney (CoS), relative to other local governments, has made some progress in the area of affordable housing. However, the affordable housing it has helped provide in the LGA remains well short of the desired target. 

This paper investigates the strategies used by the CoS to increase affordable housing and whether they can be replicated in other council areas. 

The first section briefly profiles the CoS. We then outline the housing affordability crisis in the CoS LGA. This is followed by a mapping of the strategies adopted to increase the supply of affordable housing. We conclude with two case studies of affordable housing projects that have been undertaken by the LGA – Pyrmont-Ultimo and Green Square.
