Briefing paper
Description

The Advancing the Treaty Process with Aboriginal Victorians Bill 2018 (‘Advancing the Treaty Bill’) was introduced in the Legislative Assembly by the Minister for Aboriginal Affairs, the Hon. Natalie Hutchins, on 7 March 2018. It is the result of a complex series of historical events and decisions which arguably began when Australia was first colonised. The scope of this paper does not allow for an in-depth analysis of the timeline of that history. Instead, this paper aims to contextualise the Treaty Advancement Bill by:

  1. Explaining certain provisions of the Advancing the Treaty Bill in more detail
  2. Providing a timeline of recent events in Victoria which have led to the Advancing the Treaty Bill being brought to the House.
