The Australian Human Rights Commission has prepared this report as Australia’s ‘A status’ national human rights institution. It was written by the National Children’s Commissioner (NCC), whose position exists within the Commission.

Most Australian children grow up in safe and healthy environments and do well. However, there are some groups of children whose rights are not adequately protected, which impacts negatively on their wellbeing and ability to thrive. In preparing this report, the NCC has consulted widely with children, key advocates, government and non-government stakeholders.
