A strong building energy code is one of the most affordable and effective mechanisms for advancing energy efficiency in buildings. The national model building energy codes have increased energy-saving potential by nearly 30 percent from 2006 to 2012. However, energy savings are only achieved when the code is enforced. This document will introduce the factors responsible for low compliance rates, followed by the process for implementing an improvement plan, and finally the details of the challenges and effective strategies for addressing each challenge. In an effort to provide solutions for varying administrative structures, a wide range of strategies and recommendations are presented.
