The council found that nationally, based on the indicators and years that can be reported on, there is no indication that housing affordability has improved. Rental affordability in particular – as measured by the proportion of low income households spending more than 30 per cent of their income on rent – has worsened in capital cities and for those on the lowest incomes. %9 Report
