This paper looks at the interests and assumptions that guide the process of market extension in the socio-institutional neoliberal mould, what these imply for the state and society, and how this plays out on the ground. The case study below involves the privatisation of water provision in metropolitan Manila, which the Bank Group, through its International Finance Corporation (IFC), has been heavily involved in since the mid-to-late nineties. The example is excellent for detailing both the continuity within socio-institutional neoliberalism with the earlier Washington consensus, as well as its new facets.
