The United Nations General Assembly, in its 1993 Declaration on the Elimination of Violence Against Women, noted that this violence is a manifestation of historically unequal power relations between men and women. Gender inequality as a cause of violence against women also underpins approaches to prevention by organisations such as the World Health Organization, and, in Australia, VicHealth, as well as much of the research on the topic.
