Following the November 2014 election, the newly elected Victorian government undertook a departmental restructure, which saw nine departments merged into seven, a reallocation of functions between departments and a number of changes to ministerial portfolios.

On 27 May 2015, the Legislative Council passed a motion that the Legal and Social Issues Committee inquire into machinery of government changes. The Committee is to provide a Final Report to Parliament in May 2016. This Interim Report flags preliminary issues investigated by the Committee.

Although machinery of government changes may take place at any time during a parliamentary term they are common practice following a change of government. The purpose of machinery of government changes is to better position the government to meet existing and emerging policy challenges and goals.
