This strategy document asserts that homelessness can be solved through providing more safe and affordable housing, ensuring people’s incomes allow them to afford housing and other essentials, and providing support where needed for people to get into and sustain a home.

This paper considers accountability mechanisms in existing Council of Australian Governments (COAG) agreements on affordable housing and homelessness. It makes recommendations for improving those mechanisms' ability to deliver better outcomes for people who are experiencing homelessness and for those at risk of homelessness.
