This paper presents a conceptual design artefact, a theoretical framework that maps the open data pathway toward the achievement of a knowledge-based economy and sustainable economic development with a specific reference to Botswana, but which can be customised to meet the needs of other developing countries.

This article discusses why this work is important and timely, and review the development of guidelines for the use of DOIs at EOL by focusing on how decisions were made.

Published digital data, like the use of digitally published literature, depends upon the ability to identify, authenticate, locate, access, and interpret them. Data citations provide necessary support for these functions, as well as other functions such as attribution of credit and establishment of provenance. References to data, however, present new challenges.
