This consultation paper seeks to outline the Commission's thinking about a future aged care system, including how programs might be redesigned and how these different program elements could work together within the system.

The Commission has not yet reached any concluded views on these matters. To start, the Commission proposes principles to guide redesign based on the philosophy and values which it considers should underpin Australia’s aged care system. There is also discussion about what this might mean for:

• how older people experience the aged care system
• financing
• regulation
