This paper explains the capabilities and limitations of tools for analysing the text of social media posts and other online content. It is intended to help policymakers understand and evaluate available tools and the potential consequences of using them to carry out government policies.

The Center for Democracy & Technology (CDT) and the Electronic Frontier Foundation (EFF) have analyzed the existing policy and technology frameworks around web measurement and produced a set of recommendations for its use on federal agency Web sites.
