The 'Eleventh Five-year Plan' contains the programme profiles of the ministries, constitutional bodies, autonomous and other government agencies. These programme profiles consist of strategies to achieve the goals for the year of 2013 to 2018. It is also a master plan based on the 'Gross National Happiness' philosophy.
