NorthConnex is a nine-kilometre tolled motorway tunnel between the M1 Pacific motorway at Wahroonga and the M2 Hills motorway at West Pennant Hills. This audit found that the process used to determine the NorthConnex funding model did adequately consider value for money for taxpayers and road users.

This audit found that security deposits held by the NSW government are unlikely to cover full costs of mine rehabilitation (in the event of default by a mining company) and do not include sufficient contingency given the substantial risks and uncertainties associated with mine rehabilitation and closure.
