This report explores how far the Global Compact on Refugees (GCR) – adopted by 181 UN Member States, including Bangladesh, in December 2018 – has informed the response to the Rohingya crisis.

Humanitarian action has been a mainly international endeavour, where power continues to lie with donors, UN agencies and large INGOs. This report aims to inform a more local humanitarian action, reflecting on the evidence from several case studies, as well as the interviews and discussions that occurred in the final stage of this research project.
