This report looks systematically at the impact on development financing of countries’ transition from low- to middle-income status. It includes eight case studies: Egypt, Ghana, the Lao People’s Democratic Republic, Nigeria, Pakistan, Papua New Guinea, Sri Lanka and Vietnam.

This analysis argues that in the world of realpolitik, Australia has decided with the US and other allies that it will now 'step up' in the Pacific. But in their haste, there remain unanswered questions, policy incoherence and financial trade-offs which are ill-considered.

In recent years, changes to Australia's aid program have included an increased focus in the Indo-Pacific region and initiatives in relation to trade and empowering women. This inquiry examined the effectiveness of these changes, considering whether the aid program continues to improve outcomes for Australia’s partner countries and support Australia's interests.

The Index ranks donors according to whether their foreign aid allocations support a principled or parochial national interest. This working paper outlines the conceptual framework that informed the Index’s development.
