Domestic airline passengers face less choice and higher airfares due to significantly reduced competition. Focusing on the impact of recent events such as the exit of Rex from major routes and the collapse of Bonza, this report raises concerns about the potential long-term consequences for airfares, consumer choice and service reliability.

This governance review was directed to scrutinise the decision-making and governance processes that led to a loss of trust amongst stakeholders and to present key recommendations to the Qantas Board.

The report analyses potential sustainable alternatives to kerosene-based fuels and finds that there is no realistic or scalable alternative that would meet current aviation needs. It concludes that private jet expansion, even with alternative fuels, is not defensible and should be considered by policymakers with great caution.

This report argues that should border shutdowns proliferate and air travel effectively be banned until the end of 2020, the global air transport system will collapse. This is clearly the worst-case scenario. However, there are other, less severe potential endgames for the air industry, governments and passengers.
