This study addresses the disproportionate incarceration of Aboriginal and Torres Strait Islander children in Australia by co-designing an Indigenous community-led, culturally responsive prevention framework. The resulting framework comprises three interconnected levels: universal outcomes for thriving children, connected families and empowered communities, rights-based systemic reforms, and culturally grounded program elements across the life course.

This article introduces the concept of justice reinvestment (JR) as defined and applied in Australia by First Nations people, including as a mechanism with potential to reduce over-representation of young First Nations people in the justice system. It draws on specific examples from longer-standing JR initiatives and their implementation of JR elements.

This article examines congruence between federal, state and local initiatives to reduce Aboriginal incarceration through the lens of a place-based regional service. The article determines that the multi-level efforts are not intersecting. It recommends improving agreement in communication to increase the likelihood of achieving the desired outcomes of reduced Aboriginal incarceration rates in regional settings.

Justice Reinvestment programmes take many forms, but most share a simple aim - to redirect spending on criminal justice into social justice initiatives that strengthen communities and reduce social harms, including offending behaviours. This report explores the potential of Justice Reinvestment as an alternative to the ongoing expansion of a punitive criminal justice system.
