This paper dissects the Chinese Communist Party’s (CCP's) united front system and its role in foreign interference. It describes the broad range of agencies and goals of the united front system, rather than focusing only on the United Front Work Department (UFWD).

These guidelines have been developed for, and in partnership with, the Australian university sector, to help manage and engage with risk to deepen resilience against foreign interference. They are designed to build on risk management policies and security practices already implemented by many Australian universities.

The Australian government believes that fostering a positive security culture, through a principles-based approach to risk management, can help to ensure the university sector continues to produce world-class research, while protecting academic freedom and minimising risks.

This report explores how digital foreign interference (DFI) uses the Internet to create and proliferate disinformation and misinformation. It suggests that responding effectively to DFI will require a multifaceted and flexible approach, with Internet companies and social media firms set to be held accountable for the information they disseminate and post on their sites.

This report draws upon the experiences of other Western states that have faced active threats from Russian disinformation and the disruption of their democratic processes. Using the insights from these case studies, the report outlines tools that Canada can use to protect its elections and the democratic processes that underpin them.
