The Victorian Government’s next creative industries strategy, Creative State, is being developed to guide investment 
in Victoria’s creative industries. Victorians are invited to share their ideas through a public consultation process led by this discussion paper.

There are five broad themes to provide direction for this consultation:

• Home Grown, World Class
• A Creative Society for all Victorians
• Innovative and Thriving Creative Organisations and Businesses
• Sustainable Creative Careers
• Creating in a Changing World

The discussion paper also consider these broad questions: 

• How can we continue to build on the successes of previous Creative State strategies, while also addressing new areas of need and opportunity? 

• What can we do to keep growing Victoria’s creative industries, while contributing to social and cultural impact? 

• In a constrained environment, how should Government best focus its efforts? 

• What partnerships or new ways of working can we pursue to achieve a greater impact?
