Synergy in the City: making the sum of the parts more than the whole

This paper, presented at the 2nd IWA Leading Edge Conference on Sustainability in Water Limited Environments in Sydney in November 2004, argues that while infrastructure provides the life-blood of our cities - enabling us to congregate in large numbers, delivering our needs and wants, removing our wastes - the pressures on existing infrastructures are significant: demand is beginning to outstrip supply; aging infrastructure poorly maintained presents an increasing risk; and rejection of urban sprawl forces increasing population density.
