The recommendations outlined in this report are the product of an advisory group convened by Universities UK in October 2019, and come just over a year after the UK Equality and Human Rights Commission uncovered widespread evidence of racial harassment on university campuses.

This report, the second in a series commissioned by the Universities UK Open Access Coordination Group, aims to build on previous findings, and to examine trends over the period since the major funders of research in the UK established new policies to promote open access.​
