This report highlights a number of challenges and opportunities for SCONUL members, including the development of AI and machine learning, datafied scholarship and the on-going challenges of blurred boundaries between the library and the rest of the institutions and the development as library as a service.

This report, the second in a series commissioned by the Universities UK Open Access Coordination Group, aims to build on previous findings, and to examine trends over the period since the major funders of research in the UK established new policies to promote open access.​

This study considers the economic factors contributing to the current state of the open access publishing market, and evaluates the potential for European policymakers to enhance market competition and sustainability in parallel to increasing access.
