Since its commencement in March 2019, the Northern Territory Treaty Commission has consulted with Aboriginal people across the Northern Territory and conducted research to inform the development of a framework for Treaty negotiations between First Nations Territorians and the Northern Territory (NT) Government. This report outlines the Commission's final recommendations.

This report brings together research and analysis of truth telling practices overseas and in Australia, to inform a potential process for the Northern Territory. It provides suggestions for an evidence-based model that will accompany and augment the treaty process in the Northern Territory.

This public discussion paper is to inform an extensive, Territory-wide community consultation process with First Nations Territorians, led by the Treaty Commissioner, to assess whether a consensus or majority view exists on all or any of the matters included in this paper.

This interim report is an update to the Northern Territory Chief Minister on progress on key outputs as required under the Treaty Commissioner’s Terms of Reference for Stage 1.
