The inquiry reviewed the history of why the payments were made, the actions of New Zealand Ministers and officials, the arrangements that the payments related to, and what the use of public resources has achieved. In this report, we consider whether:

Every year, government agencies invest hundreds of millions of dollars in new products and services. Ministers need to know that there is a system for encouraging and providing adequate incentives for the effective and efficient use of capital resources.

Many New Zealanders are taking part in projects, independently or in partnership with local or central government agencies, to conserve the environment for future generations and protect our economic, social, and cultural well-being.
