This guide is designed to help improve understanding of the return on investment (ROI) from technical and vocational education and training (TVET). It also emphasises the importance of ensuring that the foundation of ROI should be closely aligned to the objectives of the TVET system of a country.

This report introduces a conceptual framework for defining what is involved in the ROI calculation and provides a guide to what type of information and data are required to calculate the returns to training for government, employers and individuals.
