This report evaluates the health of the disability sector in Australia and considers the impact caused by the rollout of the NDIS.

While the NDIS promises to improve the lives of more than 400,000 Australians with a disability, the scheme has been marred by a range of implementation challenges. In particular, there has been much concern over 'thin' markets. This report draws together the international literature on effective quasi-market interventions for managing market failures and gaps.

This report utilises qualitative interview data from disability service providers during the roll out of the NDIS to examine the effects of the introduction of a more competitive environment on collaborative working between providers who had historical relationships of working together.
