This paper asserts that the Canadian Dental Care Plan is a major step forward in reforming dental care, but argues that the 'payer of last resort model' the government has chosen to implement falls short, and will result in inefficiencies, as well as failing to ensure equitable access to primary and preventive dental care.

Canada’s long-term care (LTC) system needs an overhaul. In this study, a group of leading scholars argue that the challenge facing Canada’s policy-makers is to not only adequately meet the growing needs for LTC services, but also to ensure that those services are delivered where people want to receive them - most often at home.
