This discussion paper focuses on the broad range of stakeholders in Australia’s vocational education and training (VET) sector, in particular the three key ones: industry, registered training providers, and VET students and apprentices. The paper discusses the needs and interests of each stakeholder, how these are met and some of the challenges faced.

This report summarises key findings from research that examined the effect of pre-apprenticeship programs on apprenticeship completions and the value that both students and employers place on pre-apprenticeship programs in helping students to obtain successful apprenticeship outcomes. This report provides a summary of the outcomes of apprentices and trainees who undertook an apprenticeship or traineeship during 2023. It found that the most common reason for not completing a trade apprenticeship or traineeship was dissatisfaction with pay, working conditions or the workplace.

The review investigated the support available to help more people start and complete apprenticeships and traineeships. This final report makes 34 recommendations to support high-quality apprenticeships and ensure the incentive system is effective and responsive to the needs of the labour market, apprentices and government.
