This report examines whether public service bodies have policies, guidance materials and practices in place throughout the employee lifecycle to build a capable and high-performing workforce. It was found they do, but the Victorian Public Sector Commission does not have a systematic development or review process to ensure its guidance reflects better practice.

In collaboration with regulatory agencies, the Department of Finance has developed this whole-of-government framework to modernise regulation through digital design, innovation, and stewardship.
