The NSW Reconstruction Authority has developed Australia’s first State Disaster Mitigation Plan (SDMP). This supports the NSW Government’s commitment to making communities safer, more resilient and better prepared to face the challenges of disasters caused by natural hazards such as floods, bushfires, storms and cyclones and coastal erosion and inundation.

This report reviews international experience of national resilience strategies, planning and processes, to find lessons for Australia. It also examines a series of case studies in which national resilience has (or has not) proved instrumental in the weathering of crises.

This inquiry found that the key issues impacting the resilience of Australia's road networks are maintenance under-investment and backlogs, asset condition data gaps, challenges accessing betterment funding, and a lack of cross-government collaboration and planning to support targeted investment and risk mitigation.

For this project, the research team based in the ARC Centre of Excellence for Automated Decision Making and Society (ADM+S) worked in collaboration with experienced members of Australian Red Cross to better understand the challenges and potential of data-driven decision-making for community disaster resilience.
