​​​​​​​This document introduces some of the main ideas around systems thinking to support leadership in public sector governance. It was produced following a masterclass conducted for public sector leaders in Scotland, run by Collective Leadership for Scotland (part of the Scottish Government).

The authors of this paper argue that if decision-makers are to find solutions for addressing wicked problems, such as the climate crisis, they must develop skills for accepting and navigating risks as a means for accelerating innovation.

It contextualises the debate using a wide range of relevant policy examples, explaining why these issues attract so much attention.
