The working group that contributed to the development of the principles outlined in this report agreed that all internet service providers (ISPs) should explore and ideally commit to implementing the recommendations on their own networks, due to the significant impact this could have on the security of global online ecosystems.

It tracks improvements and declines in internet freedom conditions each year. The countries included in the study have been selected to represent diverse geographical regions and regime types.

The 2019 edition of the Affordability Report calls on policy makers and regulators to promote competitive and diverse broadband markets as key ingredients to drive down the cost of internet access.
