The IFLA Strategy 2019-24 is a document for the library field, by the library field. It is designed to be a reference point, not only for IFLA’s own Professional Units, headquarters and regional and languages offices, but also for our membership and the library field as a whole.

This document presents the results of two surveys: one aimed at managers and librarians of repositories, and one directed at technical staff working on repositories.

This paper argues that there is still a need for developing cohesive strategies within individual libraries to ensure that they are investing in resources - whether they are owned, licensed, streamed, shared, or borrowed in a systematic manner, balancing user needs with their stewardship role.
