Owning Institution
The State of Australian Cities (SOAC) national conferences have been held biennially since 2003 to support interdisciplinary policy-related urban research. This third conference was jointly hosted in Adelaide by the University of South Australia, the University of Adelaide and Flinders University.

SOAC 3 focused on the contemporary form and structure of Australian cities and refereed papers were grouped into six key sub-themes:
- City Economy - economic change and labour market outcomes of globalisation, land use pressures, changing employment locations.
- Social City – including population, migration, immigration, polarisation, equity and disadvantage, housing issues, recreation.
- City Environment - sustainable development, management and performance, natural resource management, limits to growth, impacts of air, water, climate, energy consumption, natural resource uses, conservation, green space.
- City Structures – the emerging morphology of the city – inner suburbs, middle suburbs, the CBD, outer suburbs and the urban-rural fringe, the city region.
- City Governance – including taxation, provision of urban services, public policy formation, planning, urban government, citizenship and the democratic process.
- City Infrastructure – transport, mobility, accessibility, communications and IT, and other urban infrastructure provision.

Innovations and transformations in urban governance: an analysis of local action planning initiatives within Penrith City and the City of Sydney
This paper provides insight into these emerging planning processes through an investigation of the development of action planning processes within the City of Sydney and Penrith City which enable a broader range of players to participate in determining how objectives within the Council’s strategic plans are realised ‘on the ground’.

Strategic planning is often constrained by the strengths of the market and landowners’ assumed rights and expectations. This paper examines such conflicts through a review of the relationship between property rights and social responsibilities.

This paper will review a range of approaches to place-making, identifying and discussing differences in housing provision and arrangement of public facilities and spaces for students in several overseas cities, including in Germany, Italy, Spain and California where practices vary substantially.

An SVG simulation tool for stormwater harvesting systems in the City of Salisbury
A Scalable Vector Graphics (SVG) simulation tool has been developed for the optimal management and risk assessment of urban stormwater harvesting systems. The aim is to create a tool to model the Helps Road Drain in the City of Salisbury, South Australia.
