As part of a raft of proposed new counter-terrorism measures, the prime minister announced that the government planned to develop a National Code of Practice for CCTV Systems. The Council of Australian Governments agreed that all governments would conduct a review of 'the functionality, location, coverage and operability of mass passenger transport sector CCTV systems' as an initial step towards applying CCTV in support of counter-terrorism arrangements.
