This report contains findings and recommendations presented to the Board of Commissioners of the Aboriginal and Torres Strait Islander Commission and discusses the nature of Indigenous cultural and intellectual property and the aspects of it that Indigenous people feel should be protected.

It also examines how far the existing Australian legal system protects Indigenous intellectual and cultural property and considers possible legislative and administrative solutions and policies, protocols and codes of ethics.
