Current Newstart and Youth Allowance levels are insufficient to enable individuals relying on those payments to live with dignity and security.
They fail to keep jobseekers and other income support recipients out of poverty. They fail to guard against social exclusion and financial vulnerability. Current payment levels fail to enable individuals to access affordable housing and protect against homelessness and may in fact undermine broader efforts to facilitate transitions into paid employment.
The present Newstart Allowance (NSA) falls short of community expectations within Australia and is extremely low compared to income support of jobseekers in other developed countries. Based on these assessments we argue that the level of Newstart and Youth Allowance (YA) fails to meet any reasonable test of adequacy.
